VET Quality Framework
The vocational education and training (VET) Quality Framework is aimed at achieving greater national consistency in the way RTOs are registered and monitored and in how standards in the vocational education and training (VET) sector are enforced.
The VET Quality Framework comprises:
- the Standards for Registered Training Organisations (RTOs) 2015
- the Fit and Proper Person Requirements
- the Financial Viability Risk Assessment Requirements, and
- the Data Provision Requirements.
- the Australian Qualifications Framework

Standards for Registered Training Organisations (RTOs) 2015
These Standards came into effect from 1 January 2015 for new RTOs and 1 April 2015 for existing RTOs. ASQA uses the Standards to ensure nationally consistent, high-quality training and assessment across Australia's vocational education and training (VET) system. Compliance with the Standards is a requirement for all ASQA registered training organisations, and for applicants seeking registration.
ASQA uses the Standards to protect the interests of all students in Australia's VET system. The Standards guide nationally consistent, high-quality training and assessment services in the vocational education and training system.

Fit and Proper Person Requirements
The Fit and Proper Person Requirements are designed to ensure that key registered training organisation (RTO) personnel have the characteristics and principles necessary to ensure the delivery of high-quality services and outcomes for VET graduates. These requirements are set to protect and inspire confidence in the VET system, and to safeguard Australia’s reputation as a premier provider of VET (both locally and internationally). The Fit and Proper Person Requirements determine standards of behaviour by individuals who are in a position to influence an RTO's management.
Financial Viability Risk Assessment Requirements
The Financial Viability Risk Assessment Requirements ensure that organisations can demonstrate their financial viability to deliver high-quality training to VET students.

Data Provision Requirements
The Data Provision Requirements 2012 ensure RTOs provide ASQA with a range of accurate and complete data about their business and operations. These requirements allow ASQA to identify trends and risks within the industry, and to to further monitor and improve Australia's word-class VET system. The Data Provision Requirements also ensure ASQA has a record of all student records, qualifications and statements of attainment.
Australian Qualifications Framework
The Australian Qualifications Framework (AQF) establishes the quality of Australian qualifications.
The AQF is the national policy for regulated qualifications in the Australian education and training system. It incorporates the quality assured qualifications from each education and training sector into a single comprehensive national qualifications framework. Understand the requirements of the AQF: the AQF Second Edition January 2013 provides the complete set of AQF policies and objectives and information about the governing and monitoring arrangements for the AQF. Implementation arrangements for the revised AQF are also included.

Volume of Learning
The AQF volume of learning is part of the complexity requirements of a qualification. The AQF volume of learning describes how long a learner, who does not hold any competencies identified in the qualification,
would normally take to develop all the required skills and knowledge at that qualification level.
The volume of learning includes all teaching, learning and assessment activities that are required to be undertaken by the typical student to achieve the learning outcomes.
Standards now refer to ‘amount of training they provide’ with regard to strategies and practice. The AQF Volume of Learning must be observed from 1 January 2015 unless there is a sound educational rationale for any significant variations.

Marketing and advertising
The recently introduced marketing and advertising requirements of the Standards for Registered Training Organisations (RTOs) 2015, specifically Clause 4.1 ensure RTOs that use the services of third parties to sell and market their courses are held responsible for their conduct and are required to disclose these relationships.
This includes meeting the standards relating to marketing and providing accurate information in all of your marketing material, regardless of the channel or method used, such as:
- advertising—(newspaper, radio, television)
- brochures or other hard copy publications
- websites—including your RTO’s own website and any other sites where your RTO is referred to
- social media (Facebook, Twitter, Linkedin, YouTube, Instagram),
- Online Directories (Yellow pages, TrueLocal, HotFrog)
- Online Advertisements (Google Adwords, Groupon, Scoupon), and
- any marketing by third parties that relates to your RTO or to any training and assessment that you provide (or that is delivered on your behalf).
